suggest.dll build .2 by Explody Thingy

About:
Allows players to suggest anything about the zone they want.  Logs all to a text
file at the bot host called suggestion.txt.  Log is structured "Name \t Item"
Contains ability to open or close the suggestions with two smod commands.  Defaults
to 'open' position.


Installation:
In spawns.txt, use suggest.dll instead of blank.
